Victory Center is a non-profit organization supported by the contributions of individuals, churches, businesses, foundations and other caring entities.  All gifts are welcome and fully tax-deductible.  You may designate how your gift is to be used, be it for general usage or a specific outreach program.


 There are seven members on the Victory Center Board of Directors.  An executive director oversees the day-to-day operations of the facility and is responsible to the board for annual budgeting, personnel and strategic planning for the Center.  This structured system of governing assures that your donations will be used in the best possible way to help the many people in our community and surrounding areas in need.



We work with our clients to help them improve their educational potential, provide job assistance, offer counseling, guarantee their rights through advocacy and offer assistance and attention to their spiritual needs.  While it is true that this work is necessary, it is also costly.  Victory Center requires approximately $500,000 yearly in monetary and in-kind donations for day-to-day operational expenses.

Residents are required to work while they stay at the Mission.  Many jobs are offered to the residents by employers or homeowners who need yard work done.


If a resident is working, he is required to pay $7.00 per day to stay at the Center.  We get the resident in the habit of paying rent we can later stop the cycle of homelessness.  The resident receives three square meals per day, shelter, medical care and clothing, so paying resident fees helps us defray the cost of running the Mission.

The Witness:A Musical Passion Play is the story of Christ as seen through the eyes of those who witnessed it.  The audience hears from Peter, James, John the Beloved, their mother, John the Baptist, Elizabeth, Mary Magdalene, Judas, Jesus and his mother Mary.  They will witness the triumphal entry, the last supper, the trials of some family members of the disciples, the tormented soul of Judas, the plight of Pilate and the day of Pentecost.  This is a truly riveting musical with much of the original score being written by Jimmy and Carol Owens and added music from such musicals as Heaven Rejoices, He IS Risen, Hero!, and music used with ther permission from talented Christian artists like CeCe Winans and Lenny LeBlanc.


Witness performances are free of charge and open to the public.  A freewill love offering weill be taken at each performance with all proceeds going to the Victory Center Rescue Mission of Clinton, Iowa.  The production team and ensemble cast include over 60 members, all volunteers, both young and old, who perform and produce this amazing musical.  Most of the sets and props have been donated by the good citizens of the Gateway area.  The Victory Center has many outreach programs both in the Gateway area and thoughout the owrld.


The Witness is performed during the Easter season every year and all funds go to support the Victory Center.  Any donations received will go to help support such services as the emergency shelter, the Gateway Free Clinic, Food for Hunger programs in Kenya, Dominican Republic, Cuba & the Philipines, Mighty X Men minitries and many more.

Mission: Fishers of Men Ministries uses a Christ centered approach to transform one life at a time by feeding their body with food, their mind with education and their soul with the gospel of Jesus Christ. By partnering with others, our shared passion guides us to work with the children and their community to nurture them holistically by building schools, caring for orphans, providing water, housing and medical assistance.


 The Fishers of Men Ministries, a non-profit (501c3) organization was born out of a call from God to Pastor Joshua K. Ngao to minister to the poor and less fortunate people in Africa and all around the world. We are grateful to all who have labored with us to see the work in the vision abound and continue to flourish.


Pastor Joshua Ngao is the founder of Fishers of Men Ministries, and is credentialed through Victory Center Ministries. Joshua was born in Eastern Kenya in the 1960's.


Pastor Ngao had started more than twenty churches and worked with thousands of poor and needy people. They would receive the Gospel message, but children continued to die. Pastor Joshua then realized that these people needed more than just words. This is when Jesus spoke to Pastor Ngao and told him that THIS WAS THE TIME TO SHOW THE GOSPEL.


Pastor Joshua went to fast and pray in the mountains for forty days. The Lord spoke and said He was sending special messengers from outside the country of Kenya. In a few months, the Lord sent a lady from Clinton, Iowa, Sue Williams, to come with other servants of God to minister to the people in Kenya.


This Christian lady was used by the Lord to pay for Pastor Ngao's first airline ticket to the United States. It was in the U.S. that the Lord started opening doors for sponsorship of those needy children as Pastor Joshua traveled from state to state visiting churches and telling people about the great burden the Lord had laid on him.

The Victory Center also offers INSTE programs for residents and church members who are serious about serving the Lord through leadership and ministry.  This program is a theology course that, when successfully completed, a participant can graduate with a Pastoral Degree.


Pastor Robert Miltenberger, a former resident of the Victory Center, is one of the 12 people who have successfully completed INSTE and has gone on to a new position as Director of Christian Care Center in Rock Falls, IL.


Pastors Numida and Arlen VanZee and Pastor Lyle and Chaplain Deb Wilkins are also successful participants and are now serving as assistant pastors, with Pastor's Arlen and Numida Van Zee and Chaplain Deb Wilkins serving as current INSTE class facilitators. The ministry of the Mighty-X-Men and the Mighty-X-Women is designed to take ex-offenders and family members from where they are right now to where God wants them to be.  Through a number of classes, exercises, and mentoring, the ex-offender and their family will begin to walk in restoration.


 We know the harm and defeat the ex-offender feels when they have challenges finding employment, housing or rebuilding relationships. We also know first hand that if there isn't something in place to help the ex-offender return to society, the likelihood of them returning as a productive citizen is very limited.


 Only the ex-offender will determine the height that will be attained. These programs have been prepared and designed to take them from any level they presently find themselves in and carry them to any achievement that they are willing to set in their heart to reach.  Restoring health to the whole mind, body, soul and spirit - healing the wounds of the past by the help of the Lord Jesus Christ because of being an outcast.




 Mighty X-Men is a ministry that is dedicated to leading the ex-offender to the path of righteousness, dedicated to giving him the spiritual warfare tools needed to break the chains of the enemy that have bound him to a lifestyle of ever decreasing cycles, cycles that will take him down to eternal death.


 The Mighty X-Men program was founded by Pastor Jonathan Byrd of Faith Center Church in Rockford IL, and is facilitated at The Victory Center by Pastor Tom Merchant of Trinity Reformed Church, located in beautiful downtown Fulton IL and are held at the Victory Center 505 9th Avenue South in Clinton, Iowa on Tuesday evenings at 7:00 P.M.

He is based out of Faith Center Church in Rockford Illinois, where he serves under the auspices of Apostle Don Lyon.


He is a fixture at the Iron Sharpens Iron Men’s conferences, where his seminars are always delivered to a full house.


He is the founder of Mighty X-Ministries, a ministry that is dedicated to leading the ex-offender to the path of righteousness, dedicated to giving them the spiritual warfare tools they need to break the chains of the enemy that have bound them to a lifestyle of ever decreasing cycles, cycles that will take them down to eternal death.


He is an extremely Gifted man of God, a speaker with a riveting and dynamic personality, and he is a man with an important message for us all, pertinent in today’s downfallen society, a message of hope and grace, and the Love of our Lord and Savior, Jesus Christ.



Victory Center Ministries is proud to provide the only shelter in Clinton Iowa for Women and Children that are NOT victims of domestic violence. Located at 100 6th Avenue North, the previous location of both the original Victory Center Rescue Mission, and also the previous home of Faith Center Church, it houses up to 25 women and children who are in need.


Overseen by our Women's Ministry, under the leadership of Pastor Mary Anne Gimenez, the Women's Program will offer the same array of Biblical counseling and classes as our Men's Program has been doing for over 26 years.

Store Hours are: Tuesday through Friday 10am until 5pm and 1-am through 3pm Saturday



We are always in need of volunteers to help at the thrift stores and drivers to help us picking up merchandise.



Freedom Fighters is a 12 Step Spiritual Program. Held every Tuesday at The Victory Center, 505 9th Ave So


Dinner is served at 5pm, and is free. We fellowship at 6pm, with group starting at 6:30pm.

The Victory Center Ministries give away food boxes and toys for needy families is held annually, just prior to Christmas. We are blessed to be able to provide all the essentials for Christmas dinner, as well as providing toys for children as well as needed items for adults.


Funding for this program is strictly donor based, with donations from local Churches, area businesses, and individuals, wishing to share their blessings with those less fortunate.
